Georgia Study Residence Permit: Student Guide

Understand Georgia's study residence-permit process, lawful-stay timing, university evidence, financial documents, fees and renewal planning.

A study residence permit is not the same as a university offer, a D3 visa or a residence card. It is a separate Georgian administrative process for an eligible foreign student who is studying at an authorised educational institution and is lawfully present in the country.

Because residence rules affect lawful stay, students should use the current State Services Development Agency guidance and obtain individual advice where necessary. A university, platform or adviser can help organise information, but only the responsible authority decides the application.

What is a study residence permit?

Georgia’s official migration and residence-permit guidance describes a study residence permit as permission issued for studying at an authorised educational institution. The permit is connected with a particular legal basis and supporting evidence; it is not a general reward for being admitted.

How is it different from a study visa?

A visa concerns permission to travel or remain under a visa category, while a residence permit concerns residence status under Georgian law. The correct sequence depends on the person’s citizenship, entry basis and circumstances. Do not assume that visa-free entry, a tourist basis or another country’s residence card automatically creates eligibility for a Georgian study residence permit.

When should a student start preparing?

The Agency currently states that, where the general rule applies, an applicant should apply at least 40 calendar days before lawful stay expires. This is a consequential deadline and exceptions or ineligible entry bases may apply. Check the official page again rather than counting from an old screenshot or social-media post.

What university evidence is important?

The official list includes a certificate from an authorised educational institution confirming that the person is studying there and indicating the anticipated study duration. Ask the university when it can issue this certificate, what information it contains and whether any tuition or enrolment step must be completed first.

What other evidence may be required?

The current official guidance lists an application form, travel-document copy, evidence of lawful stay, the university certificate, financial evidence, a photograph and payment evidence. Requirements may change or require a particular format. Names, dates and document numbers should agree across the complete file.

How should financial evidence be approached?

Use genuine evidence that belongs to the stated person and meets the current rule. The Agency explains circumstances in which income or money in a personal bank account may be considered. Do not assume that a general bank balance, an unexplained transfer or another person’s statement will automatically be accepted.

Does accommodation matter?

A student should maintain a real, traceable living arrangement and keep the contract or confirmation relevant to it. Address registration and residence-card steps can involve separate requirements. What about processing times and fees?

The Agency publishes service options, times and charges. These are time-sensitive and may be revised, so use the amount displayed when you apply. A faster paid service does not change the legal eligibility test and is not a promise of approval.

What happens after a permit decision?

A successful residence-permit decision and the physical residence card are related but distinct steps. Check how and when the card is issued, what address evidence is needed, and the permit’s validity dates. Keep copies of the decision, card and renewal reminders in a secure account.

A transfer, withdrawal, leave of absence, programme completion or change of institution may affect the evidence supporting residence. Do not assume the existing permit remains suitable. How should refusals or missing evidence be approached?

Read the official decision and identify whether it describes a missing document, eligibility problem or review route. Avoid repeatedly submitting the same incomplete file. Where legal interpretation or an appeal is involved, obtain qualified individual advice rather than relying on a general student guide.
