About Studying in Azerbaijan

Azerbaijan's higher-education system includes state and non-state universities, academies, institutes and conservatoires. The official statistical system recorded 51 higher-education institutions at the start of 2024/25: 41 state and 10 non-state institutions. That historical statistical count is not the current active catalogue count. The Ministry's four static category pages list 51 numbered providers, but a later 30 July 2026 Ministry decision states that Baku Girls' University was not accredited, its licence was revoked and educational activity stopped. The current active catalogue therefore contains 50 providers. Higher education follows a bachelor-master-doctoral structure, and Azerbaijan has participated in the Bologna Process since 2005. Institutions require legal authority to provide education, while the Education Quality Assurance Agency, known as TKTA, carries out institutional and program accreditation. Applicants should verify the institution, the specific program and the current accreditation outcome rather than relying only on marketing or a global ranking. International applicants normally apply through the Study in Azerbaijan Centralized Admission Service, SIACAS, at portal.edu.az. The institution assesses the application and may request an interview, additional evidence or payment after its review. Teaching can be in Azerbaijani, Russian, Turkish or English, depending on the university and program; language and preparatory requirements must be confirmed for the exact course. The academic year begins as a rule on 15 September and is commonly organised into two semesters, with a possible summer semester. Fees and deadlines are institution-specific. Immigration is a two-stage concern: an applicant may need an entry visa appropriate to education, and a full-time student who will remain in Azerbaijan must obtain a temporary residence permit on the study ground before existing lawful stay expires. Work Rights International students do not receive an automatic part-time work entitlement merely because they hold student residence. Articles 51 and 64 of the Migration Code require a foreign national who wants paid employment to hold a work permit in addition to temporary residence unless a listed exemption applies; ordinary full-time student status is not one of the listed exemptions. The employer applies for and pays for the work permit, and labour-market conditions and quotas may apply. Students should obtain written confirmation from the State Migration Service before starting any paid, freelance or internship activity. ADA's international handbook describes arranged housing examples around AZN 320-400 per person monthly, while UNEC's general Baku guidance lists rents up to AZN 500. Visa guidance

A science or education visa is the purpose-specific entry route for foreign nationals who come to enrol in a registered Azerbaijani educational institution, based on an application or invitation from the relevant state body, research body or registered institution. The Migration Code allows up to 90 days of stay on this visa. Visa-free rules or an ASAN e-visa may apply to some nationalities, but a short-stay e-visa does not replace the temporary residence permit needed for a continuing full-time course. After arrival, full-time study in a higher-education institution is an express ground for temporary residence. Applicants should register their place of stay when required and apply for temporary residence at least 30 days before their current lawful stay ends. The correct entry route depends on nationality and consular instructions; this guidance was checked on 22 August 2026.

Health Insurance

A medical-insurance certificate is required for the visa when the inviting party does not undertake medical services. The official international-admissions guidance also lists insurance among the costs borne by a self-funded student. ADA's handbook states that private insurance is voluntary in the domestic system but recommends it for international students, and the government-grant package includes medical support. Students should obtain coverage valid in Azerbaijan for outpatient care, hospital treatment, medication, evacuation and repatriation as appropriate, and confirm the exact consular and university requirement. After Graduation

The reviewed immigration sources do not create an automatic graduate stay-back period. Temporary residence granted for full-time education depends on the continuing study ground. A graduate who wants to remain must qualify for another lawful route before the student basis ends, such as employer-sponsored work authorisation and the associated residence ground, or another independent basis in the Migration Code. Because an employer generally must obtain the work permit, career planning should begin well before graduation. Checked 22 August 2026.

Student Safety

Azerbaijan's safety picture requires current regional review. The UK FCDO page was current on 22 August 2026 and advised against all travel within 5 km of the Armenia border, excluding the Nakhchivan-Armenia border from that specific zone, and against all but essential travel to listed south-western districts affected by the 2020 and 2023 conflict. It also warned about mines, unexploded ordnance and the possibility that regional escalation could disrupt transport or airspace. Students should use their own government's travel advice, follow Azerbaijani authorities, avoid restricted or uncleared areas, keep emergency contacts and appropriate insurance, and check border and flight status before travel. Routine urban precautions still apply: safeguard documents, use verified transport, protect payment details and seek university help promptly after an incident.

Baku

The capital and main higher-education hub on the Caspian Sea, with the widest institution choice and major air, metro, bus and cultural infrastructure. Housing cost and commute vary by district, so select accommodation only after confirming the exact campus.

Ganja

A western university city with several higher-education institutions and rail connections. Official tourism information describes a strong student and youth presence alongside major historic and cultural sites.

Sumgayit

A Caspian industrial city near Baku with its own state university. Compare the daily route to the chosen campus rather than assuming that living in Baku will provide a simple commute.

Nakhchivan

The capital of the Nakhchivan Autonomous Republic, geographically separated from Azerbaijan's main territory. Confirm flight access, immigration logistics, semester travel and accommodation before choosing a program there.

Mingachevir

A smaller central Azerbaijani study location with a state university. It can offer a different scale of city life from Baku, but students should verify program choice, housing availability and onward transport.

Lankaran

A southern Caspian city between the sea and the Talysh Mountains with a state university and a humid subtropical regional setting. Current regional travel advice and transport connections should be checked before arrival.

Scholarships & Financial Aid

Heydar Aliyev International Education Grant

The 2026/27 call offered 100 grants annually to eligible nationalities and covered tuition, annual economy travel, AZN 800 per month for ten months, a yearly AZN 200 medical allowance, and visa and registration. The 2026 first-stage deadline was 15 April and is closed; future calls must be checked afresh.

Intergovernmental scholarships

Bilateral or reciprocal opportunities can be available for specified nationalities and study routes. Nomination, coverage and deadlines depend on the governing agreement and are not automatic with admission.

University awards

Individual universities may publish merit fellowships, tuition waivers or housing support. Eligibility and renewal conditions are institution-specific; students should use the official university scholarship page and written award terms.

Exchange and mobility funding

Erasmus, Mevlana and university-to-university exchanges may cover one or more semesters under participating agreements. Confirm nomination, fee status, credit recognition, insurance and living-cost responsibility with both institutions.
