Singapore's higher-education landscape is compact but legally and institutionally varied. This catalogue uses a documented 15-identity scope: six local autonomous universities shown by MOE and ICA; University of the Arts Singapore together with its separately applicant-facing LASALLE and NAFA constituent colleges; and six offshore institutes with local campuses explicitly listed by ICA for the Institute of Higher Learning Student's Pass route. It does not treat ordinary SkillsFuture Singapore-registered private education institutions as government-accredited universities, because official guidance says registration is not accreditation and PEIs may issue their own awards only up to Advanced Diploma. Provider inclusion does not prove the recognition, awarding body, location, professional outcome or availability of every qualification; verify the exact programme before applying. Programmes and courses are outside this phase.

Work Rights Checked 22 August 2026: eligible full-time matriculated or registered students holding an ICA Student's Pass at an institution on MOM's list may work during school term for a maximum of 16 hours a week or in an institution-run industrial attachment or internship that contributes to graduation. Eligible students may work during scheduled vacation without a work pass. Exchange students are not covered by the general exemption. Once the Student's Pass expires, an employer must obtain the appropriate work pass before the graduate works. The institution lists and rules can change, so verify the exact current MOM entry before accepting work.

The SGD 1,550–3,400 monthly planning range is the current NUS off-campus estimate for a single student, not a national minimum or price cap. It combines accommodation, food, public transport and personal expenses and varies with room sharing, location, utilities and lifestyle. The on-campus NUS estimate is lower at SGD 1,200–2,100, but housing eligibility and supply are limited. Tuition, Student's Pass charges, deposits, travel, devices, insurance and major discretionary purchases are outside this monthly range unless an institution says otherwise.

Checked 22 August 2026: a foreigner accepted as a full-time matriculated or registered student at an ICA-listed Institute of Higher Learning normally applies for a Student's Pass unless already holding an exempt status such as a valid Dependant's Pass, Long-Term Visit Pass or Immigration Exemption Order. The institution supplies the registration acknowledgement needed for the online application. ICA says applicants need not be in Singapore while the case is processed and should apply before arrival because their stay cannot simply be extended while processing continues. Admission does not guarantee immigration approval, and offshore-campus or arts-college applicants must use the exact institutional route shown by ICA and their offer documents.

Health Insurance

Health insurance and medical-examination requirements differ by institution, course length and immigration route. Follow the admitting institution's current international-student instructions and ICA's Student's Pass formalities; do not assume one national student policy. Budget for premiums, consultations and exclusions. For emergencies call 995 for fire or emergency ambulance and use 999 for police. Haze and other environmental health conditions should be checked through current NEA advisories.

After Graduation

Checked 22 August 2026: eligible graduates from an Institute of Higher Learning may apply for an ICA Long-Term Visit Pass to seek employment. ICA lists SGD 45 at application, SGD 60 at issuance and SGD 30 for a multiple-journey visa if applicable, with complete cases normally processed within six weeks. This route is not automatic and does not itself permit work after the Student's Pass expires; an employer must obtain the appropriate work pass. Other employment, entrepreneurship and further-study routes have separate criteria.

Student Safety

Singapore has clear emergency and public-health channels, but students should still use normal urban precautions, protect passports and digital accounts, verify rentals and employment, follow campus security, and monitor official haze and health advisories. Call 999 for police emergencies and 995 for fire or emergency ambulance. Laws and penalties can differ from a student's home country, so rely on official Singapore guidance. Central Singapore

SMU, UAS, LASALLE and NAFA are close to civic, arts and cultural districts. Housing is convenient but often expensive; compare transit and late-evening schedules.

Kent Ridge and one-north

NUS, INSEAD, ESSEC and research or innovation hubs sit in the west/central-west corridor. Confirm the exact campus and last-mile commute.

Jurong and Dover

NTU is in western Singapore, while DigiPen and TUM Asia use Dover addresses. Travel time from central or eastern housing can be substantial.

Punggol

SIT's principal campus is at Punggol Coast. Check current teaching locations because transitions between campuses or partner facilities may occur.

Clementi

SUSS is based at Clementi Road, with access to western residential areas and transport connections; exact delivery mode can vary by programme.

Changi and eastern Singapore

SUTD is at Somapah Road near the eastern transport corridor. Compare housing against airport, city and campus journeys.
