Checked 22 August 2026: a foreigner accepted as a full-time matriculated or registered student at an ICA-listed Institute of Higher Learning normally applies for a Student's Pass unless already holding an exempt status such as a valid Dependant's Pass, Long-Term Visit Pass or Immigration Exemption Order. The institution supplies the registration acknowledgement needed for the online application. ICA says applicants need not be in Singapore while the case is processed and should apply before arrival because their stay cannot simply be extended while processing continues. Admission does not guarantee immigration approval, and offshore-campus or arts-college applicants must use the exact institutional route shown by ICA and their offer documents.

Checked 22 August 2026: ICA says apply at least 2 and no more than 3 months before the course. IHL cases are usually processed within 1 week, or within 2 weeks if a visa is required; some take longer.

Checked 22 August 2026: the IHL Student's Pass application has a non-refundable S$45 processing fee. Issuance, visa, medical, insurance, translation, travel and institution charges may be separate; recheck ICA before payment.
