Student Visas and Residence Permits in Croatia: Requirements, Costs, and Proof of Funds

A Croatia student visa and a study residence permit are not the same thing.

A university offer is evidence of study purpose; it is not a visa or residence approval. First identify whether you are an EU/EEA citizen or a third-country national, whether your nationality requires a Schengen visa, and how long you will stay. EU/EEA students do not need a study entry visa, but a stay beyond three months requires registration under the applicable free-movement rules. Third-country students staying for study need Croatian temporary stay. The Ministry of the Interior (MUP) decides the residence case; the Ministry of Foreign and European Affairs (MVEP) handles visa procedures.

Third-country student route

For stays longer than 90 days, apply for temporary stay for the purpose of university studies. MUP says visa-required applicants admitted to undergraduate, graduate or postgraduate university study may apply at a Croatian diplomatic mission/consular office or, under the specified route, at the competent police administration or station in Croatia. This domestic application option is not a blanket rule for every course or applicant. Confirm the correct filing location before travel. If you need a long-stay D visa to enter after temporary stay is approved, MVEP describes it as an entry visa valid for up to 30 days, not as the study residence permit itself; the published D-visa fee is €93. Ask the consulate which sequence applies to your case.

Funds and supporting evidence

MUP’s current FAQ bases the study-residence means test on the previous year’s average monthly net salary. The official 2025 average is €1,449, so the study threshold for applications in 2026 is 25% per month (€362.25); return-travel funds are 60% (€869.40). Evidence can include a scholarship, eligible mobility or bilateral programme, a written support declaration from a qualifying family/household member, or a bank statement. Treat these as the current formula amounts, not a permanent fixed threshold; recalculate when the officially reported salary year changes and confirm the accepted evidence with MUP.

The current MUP checklist also requires a valid travel document, proof of study purpose, health-insurance evidence and accommodation. First applications may require criminal-record documentation, subject to the listed exceptions. Insurance evidence can be EHIC, private or travel coverage, HZZO coverage, or a certificate from a competent foreign insurer depending on nationality, treaty and status. Do not assume a policy is acceptable from its marketing label: confirm coverage and dates with the authority.

Current government charges

MUP’s current temporary-stay information lists €46.45 for the application, €31.85 for a standard biometric residence card (or €59.73 for accelerated production) and €9.29 for card issuance administration. The amount and exemption can depend on route, so confirm the payment instructions on the official page before paying. MVEP’s €93 D-visa fee is a separate charge. Keep receipts and distinguish the residence application from card production and entry visa fees.

After arrival and during study

Follow the authority’s address-registration instructions and report changes within the required period; the deadline depends on the accommodation and route, so do not treat a hostel booking as proof that registration has been completed. Track residence expiry, annual enrolment evidence and insurance. Under the Aliens Act amendment effective 4 June 2026, a study temporary-stay decision may be valid for up to one year or, in the statutory case, until the expected programme end (maximum three years), with annual enrolment proof due by 31 October for the longer validity route. Applications already in progress before the amendment’s effective date follow the transition rule. Ask MUP which validity format is being applied to your permit.

Keep figures and documents current

The financial calculation is tied to the official salary reference and should be revisited when a new reference year is published. Keep the calculation date with your file and ask MUP whether the same evidence form remains acceptable when you submit. If family support is involved, verify the relationship and income documents before arranging translation, and do not move funds temporarily merely to create a screenshot without understanding what the authority asks for.

Before you file

  • Confirm nationality-specific entry-visa need and the correct application location.
  • Confirm whether the programme qualifies as university study for any domestic filing route.
  • Recalculate the 2026 funds figures if filing later under a changed salary reference year.
  • Ask whether your insurance, accommodation and first-application documents meet the current checklist.
  • Verify each fee and payment method on MUP/MVEP pages immediately before payment.
  • Keep copies, translations, receipts and written authority responses.

Does a visa-free passport remove the need for study residence?

Short-stay visa exemption concerns entry and a limited visit; it does not by itself authorise a long-term study stay. Confirm the correct residence route before travel. Keep the institution’s current written guidance alongside your application records so you can resolve any difference between broad national information and the rule that applies to your individual case.

Can I apply after arriving in Croatia?

The competent police administration may accept applications from certain admitted students, but eligibility depends on nationality and case details; verify whether you must apply abroad. Keep the institution’s current written guidance alongside your application records so you can resolve any difference between broad national information and the rule that applies to your individual case.

Is a D visa the same as a one-year student permit?

A long-stay visa facilitates entry in defined cases; temporary residence is a separate status with its own decision, validity, renewal and residence-card steps. Keep the institution’s current written guidance alongside your application records so you can resolve any difference between broad national information and the rule that applies to your individual case.
