Scholarships in Cyprus: What Can International Students Apply For?

Verify who can apply, the exact programme and intake, award amount, tuition basis, living support, duration, renewal conditions, deadline and decision date.

International students can find scholarships in Cyprus through higher education institutions, the Cyprus State Scholarship Foundation and occasional government or partner schemes, but eligibility is never universal. The Department of Higher Education says institutions offer their own schemes and that the State Scholarship Foundation can award support to Cypriot, EU and third-country students under applicable criteria. Current published maximums can differ by study cycle and call.

A scholarship headline is not a budget. Verify who can apply, the exact programme and intake, award amount, tuition basis, living support, duration, renewal conditions, deadline and decision date. “Fully funded” should be supported by a written list of covered costs, not a social-media label. Keep enough funds for all uncovered costs and for the period before an award is paid. Calls have their own eligibility rules and cycle-specific deadlines; verify the sponsor’s current notice.

Scholarship routes at a glance

Route Where to verify Main caution
Institution scholarship Official university scholarship and fee pages. May be a tuition discount, not cash or living support.
Cyprus State Scholarship Foundation Current Foundation call and Gov.cy service. Nationality, residence, study cycle and other eligibility can vary.
Government or diplomatic scheme Named ministry, embassy or official announcement. Often limited to specific countries, programmes or years.
Research funding University, project or doctoral vacancy page. May be employment or project funding with duties.
External sponsor Sponsor’s official terms. Check recognition, payment route and return obligations.

Start with the official national overview

The Cyprus Department of Higher Education directs students to institutions for their individual scholarship schemes. It also identifies the Cyprus State Scholarship Foundation as a public route. Its current overview says awards can consider academic performance alone or academic and socioeconomic criteria and lists support ceilings by study cycle.

Treat the overview as navigation, not an open-call guarantee. Go to the current call and read eligible citizenship, residence, programme, institution, mode, income, age and previous-award conditions. The Gov.cy service can also require an identified CY Login, which may affect who can apply directly.

Archive the call notice and application guidance you relied on. Scholarship pages can be replaced between cycles, and a saved copy helps show which deadline, documents and conditions applied when you submitted. Still check for official amendments before the closing date.

Decode common scholarship language

A “50% scholarship” may mean half of list tuition, half of remaining tuition after another discount, or a cap. A “bursary” can be automatic or discretionary. A “full tuition” award can still exclude application, registration, laboratory, clinical, graduation, housing, insurance and travel costs.

Ask for the euro value and covered line items. If the award is percentage-based, ask which fee schedule is the denominator and whether tuition can rise.

Check eligibility before investing in an application

Make an eligibility grid. Include nationality, residence, study level, subject, institution, programme status, admission stage, grades, income, language, age, current funding and previous qualification. Mark every rule with the official clause or page.

Do not assume “international students” means every non-Cypriot applicant. Some schemes target EU students, third-country students, named countries, diaspora groups, research fields or graduates of a particular institution.

If a scheme uses financial need, check which household, income year, currency and supporting authority it accepts. If it uses merit, ask whether selection is based on school grades, admission ranking, current university results or a separate competition. Translate and certify evidence only after confirming the format.

Compare coverage with your total budget

Build the complete cost first, then apply the confirmed scholarship. Keep tuition, housing, immigration preparation, insurance, travel, food, transport and contingency separate. Show the uncovered balance for each academic year.

Confirm when the award is applied. A tuition waiver can reduce the invoice immediately, while a reimbursement may require you to pay first. Living support can arrive monthly and may start after registration.

Compare the scholarship decision date with the tuition-deposit and entry-permit timeline. If payment is due first, obtain written confirmation of what is refundable when the scholarship is unsuccessful or the immigration decision is negative.

Read renewal and academic conditions

Many awards depend on full-time enrolment, minimum grades, credit completion, attendance or conduct. Some apply only to the first year; others can renew after review. A programme transfer, interruption, resit or immigration problem may affect support.

Ask what happens if the programme start is deferred, a visa decision is delayed, you change study load, or the institution changes tuition. Keep the award letter and current regulations.

Some awards carry duties such as research work, ambassador activity, reports or employment commitments. Record the expected hours, supervisor and consequences of non-completion, and ensure those duties are compatible with immigration and study rules.

Build a clean scholarship application

  • Confirm you meet every mandatory eligibility rule.

  • Map the deadline and time zone.

  • Use the official form and submission channel.

  • Prepare grades, references, income or other requested evidence honestly.

  • Write a programme-specific statement without invented achievements.

  • Submit early enough to correct technical problems.

  • Keep a full copy and receipt.

  • Wait for a formal award before changing the budget.

Avoid scholarship scams and budgeting errors

  • Paying a fee to “unlock” a government scholarship.

  • Using an application link on an unrelated domain.

  • Assuming admission automatically includes the advertised award.

  • Subtracting a possible scholarship from proof-of-funds planning.

  • Ignoring renewal grades or full-time conditions.

  • Calling a tuition discount “fully funded”.

  • Sending bank or identity records through unverified messaging accounts.

  • Missing a scholarship deadline while focusing only on admission.

What to verify before you decide

  • The sponsor and application domain are official.

  • Your nationality, residence, programme and study cycle are eligible.

  • The award has a stated euro amount or clear calculation.

  • Every covered and excluded cost is listed.

  • The award start, payment method and duration are clear.

  • Renewal, grade, attendance and conduct rules are understood.

  • Deferral, transfer and withdrawal consequences are written.

  • Your remaining budget works without unconfirmed income.

Check Cyprus country information and use the Univs guidance to verify scholarship and payment claims, then return to the sponsor’s official call. A balanced decision treats scholarship success as helpful funding, not a guaranteed admission or immigration route.

Does Cyprus offer scholarships to international students?

Official guidance identifies institution schemes and State Scholarship Foundation support that can include third-country students, subject to the current call’s eligibility. Read the current call for nationality, degree level, eligible costs, application route and renewal conditions before treating support as available.

Are there fully funded Cyprus scholarships?

Some specific schemes may cover several costs, but “fully funded” must be verified line by line. It is not a general promise across Cyprus. Read the current call for nationality, degree level, eligible costs, application route and renewal conditions before treating support as available.

How much can the State Scholarship Foundation award?

The Department’s current overview lists up to €3,000 per year for first-cycle and €4,000 for second-cycle study. Verify the live call because amounts and eligibility can change. Read the current call for nationality, degree level, eligible costs, application route and renewal conditions before treating support as available.

Can I combine scholarships?

Only if both schemes permit it. Read duplicate-funding and disclosure rules before accepting more than one award. Read the current call for nationality, degree level, eligible costs, application route and renewal conditions before treating support as available. Count funding only after a written award.

Does a scholarship guarantee a student visa?

No. Funding can support the financial file, but immigration authorities make a separate decision under current rules. Confirm the rule for your nationality, permit type, application location and intended course with the Cyprus Migration Department before planning travel. Keep the official written answer with your application records.

Should I pay an agent to apply?

Use the sponsor’s official route. Never pay an intermediary who claims access to a guaranteed public award. Read the current call for nationality, degree level, eligible costs, application route and renewal conditions before treating support as available. This check helps prevent a mistaken assumption.
