Start with the location of your actual programme and teaching buildings. Azerbaijan’s official Study in Azerbaijan directory lists universities in Baku and other cities, including Sumqayit and Mingachevir. A university name alone does not tell you where every course, laboratory or residence is located, so verify the address with the institution before planning housing and travel.
Baku: check the specific campus and housing route
The directory lists Baku State University at Academic Zahid Khalilov Street in Baku. Its profile describes facilities including a student clinic, canteens, sports facilities, research centres and more than 20 student clubs. Treat those as university-profile information, not a guarantee that each service is available to every student or on the campus of your programme. Ask the department which buildings and services you will use.
The official student-life page describes university dormitories, private rentals and shared accommodation, and promotes a separate private-dormitory package. It does not provide a general price list or guarantee a place. Request the current tariff, room, contract dates, deposit, utilities, commute and eligibility directly from the university or housing provider.
Compare other listed cities
The official university directory lists Sumqayit State University in Sumqayit and Mingachevir State University in Mingachevir. These are concrete alternatives to a Baku-based course, but city labels do not establish the location of every classroom or residence. Confirm the campus address, teaching schedule and housing options with the institution; then price transport to the sites you will actually attend.
The directory lists Baku Engineering University with a Baku address on its Hasan Aliyev Street campus. Compare that address with the neighbourhoods where student housing is offered. A property advertised as “Baku” may still create a long commute to a particular faculty or study site.
Build a campus-based monthly plan
For each shortlisted course, record the campus address, available housing, deposit and monthly rent, utilities, food, transport, health services and travel to the city centre. Ask whether residence is available for the full academic year and whether the university helps with address registration. For private renting, check the signed contract, landlord or operator and move-in amount before paying.
Is Baku the only student city? No. The official university directory includes institutions in Sumqayit and Mingachevir as well as Baku. Verify the exact course campus rather than relying on the city field alone.
Are dormitories guaranteed? No. The student-life page describes types of housing, but the institution or provider must confirm availability, price and eligibility.
Can a smaller city automatically be assumed cheaper? No. Compare actual housing and travel costs for your programme and living arrangement.
Compare a real campus itinerary, not a city stereotype
The national university directory is a discovery tool, not a campus map or housing guarantee. For every shortlisted institution, record the official campus address, department building, student-services location, laboratory or clinic location, and where first-year teaching takes place. Ask whether courses are split across sites and how often students must travel between them. A university may have several facilities; a city-level label will not tell you the daily route a student actually follows.
Baku is the most visible international study hub in the sources used for this guide, but the relevant question is whether the programme you want is physically based there. Check the university’s official profile and programme page, then verify that the current intake uses the same location. If another city appears in the national directory, confirm that it is a full degree campus rather than a partner location, a short course site or an administrative address. Do not infer programme availability from a city list alone.
Price the location using a weekly schedule
Create a week that includes lectures, labs, library time, grocery shopping, appointments, sport and any part-time work permitted by your status. Estimate the actual commute from the accommodation you might use to each relevant building. Include walking time, transfers, peak-time fares and the cost of a backup taxi when a late class or appointment ends after your normal route. Ask the university where international students typically receive orientation and whether student transport discounts require a local registration or card.
A campus closer to the centre may have higher housing costs; an outlying campus may reduce rent but increase transport and time. Test both scenarios using current quotes rather than national averages. Ask whether student housing is located beside the teaching site, how rooms are assigned and whether the price includes utilities. For private housing, check the lease term, deposit, utility meters and registration responsibilities before comparing it with a dormitory.
Also check the non-financial fit: the language used in daily services, access to healthcare and student support, opportunities related to your subject, and how often you would need to travel home. These factors should be evaluated from the student’s priorities and verified campus information. The sources do not establish that one Azerbaijani city is universally safer, cheaper or better for every programme.
Check Baku versus another location through the programme directory
The national directory can identify institutions and profiles, but it does not prove that a specific programme is currently taught at every campus shown. Open the exact university profile and programme page, then ask admissions to confirm the teaching address for your intake. If the university has regional campuses or a new branch, verify which campus issues the offer and whether the course uses the same facilities, student services and housing as its main site.
A Baku shortlist may give access to a wider range of institutions and services, but that is not a guarantee of placement or a claim about all students’ experience. Compare the class timetable, nearest transport stop, grocery options, healthcare access and residence location for your actual campus. If a programme is based in another city, ask how often students travel to Baku for administration or placements and whether those trips are included in the course or student budget.
Make a sample monthly budget for each realistic campus, not each city in general. Use current rent offers near the campus, transit fares, meal options and the exact university’s dormitory response. Add a time budget: commuting affects study hours, sleep, group work and access to library or lab opening hours. Ask current student services for location information, but distinguish a factual route map from anecdotal claims about safety or convenience. Verify those matters with official local guidance and a physical inspection where possible.
