How Much Does It Cost to Study in Bulgaria? Tuition, Living Expenses, and Extra Costs

The cost of studying in Bulgaria depends on the named programme, fee category, city, housing choice, study duration and personal spending.

The cost of studying in Bulgaria depends on the named programme, fee category, city, housing choice, study duration and personal spending. Bulgaria adopted the euro on 1 January 2026. European Education Area guidance, updated 28 April 2026, gives broad annual tuition ranges of €562–€5,360 for bachelor programmes and €1,945–€5,360 for master programmes; it estimates €500–€900 per month for living costs and €200–€400 for housing (Bulgaria study profile).

Those are planning ranges, not a quotation or affordability guarantee. Start at the Bulgaria destination page, then replace every estimate with a dated university fee schedule, housing offer and authority requirement. Budget the entire qualification, include one-off costs, and keep a cautious exchange-rate and emergency margin.

A Bulgaria student budget at a glance

Decision point What the evidence supports What you must check
Tuition Official EU guidance gives broad bachelor and master ranges. Exact programme, fee category, billing basis and annual update.
Housing Country guidance gives an indicative monthly range. City, dorm allocation, deposit, utilities and contract.
Daily living Food, transport and personal costs sit inside broad estimates. Your habits, campus location and inflation at arrival.
Study setup Books, equipment, clothing or practical materials may be extra. Programme inclusion list and realistic replacement costs.
Immigration/arrival Visa, residence, insurance, translation and travel add one-off costs. Nationality, authority fees and document route.

Start with the fee for one named programme

Ask for the official fee schedule for your citizenship category and academic year. Record the currency, annual or semester basis, credit load, payment dates and whether the amount remains fixed. A general international fee may not cover medicine, arts, laboratory routes, preparatory language study or repeat examinations.

Check application fees, enrolment deposits and refund rules separately. Confirm the recipient’s legal name and bank details through an official channel before transferring money. If current Bulgarian programmes are not visible in the Univs catalogue, do not infer a price from legacy research or another institution.

Convert tuition into whole-programme cost

Multiply annual tuition by normal programme duration, then add a scenario for fee changes and delayed completion. Integrated and regulated programmes can run longer than a typical bachelor or master. A low annual fee can become a large commitment when the route lasts several years.

List charges for placement, laboratory materials, software, printing, graduation, thesis defence, student services and retakes only when the university confirms them. Use a separate “unknown” column rather than silently entering zero.

Housing is rent plus the move-in package

The official EU profile currently gives a broad housing estimate of about €200–€400 a month. Dormitories may cost less than private housing, but spaces, eligibility, room type and contract length vary. A listed dorm price means little if your intake is not guaranteed a place.

For private accommodation, add deposit, advance rent, utilities, internet, agent fee where applicable, bedding and temporary arrival nights. Check whether the contract can support address and residence evidence. Compare the commute to the actual faculty, not just the university’s main address.

Give daily spending its own monthly lines

Food, local transport, phone, laundry, toiletries, study supplies and social spending change with city and routine. Build a minimum plan from real local prices, then a comfortable plan. Include occasional health costs that insurance does not reimburse immediately.

Review the budget after your first month rather than treating the pre-arrival estimate as permanent. The country catalogue can help compare Bulgaria with another destination, but use the same definitions and duration for both budgets.

Price the application and immigration journey

Certification, apostille or legalisation, Bulgarian translation, courier and travel to an embassy can be material costs. For applicable non-EU students, the current MFA tariff lists a €100 type D fee under Article 15(1), subject to legal exemptions; the fee is non-refundable after refusal (MFA fees). Confirm the fee and payment method with the responsible mission before payment. Residence and document costs are separate.

Add compliant insurance, passport renewal if needed, criminal-record documents, photographs, arrival travel, baggage, airport transfer and temporary accommodation. Case-specific costs should be sourced from the responsible authority, not a package sold as compulsory by an intermediary.

Treat scholarships and student work conservatively

Build the base budget without a scholarship unless a written award names the student, amount, duration, conditions and programme. Distinguish a tuition waiver, cash stipend, mobility grant and discount; they solve different budget lines.

Likewise, do not rely on wages to pay essential tuition or secure residence. Eligible non-EU students may work within legal limits, but job availability, language, timetable and pay are uncertain. A sustainable plan works even if employment starts late or not at all.

How to label every budget number

Evidence type How to use it
Confirmed cost A dated invoice, official fee schedule, signed housing offer or authority tariff for your case.
Planning estimate An official national range or recent quote used for a scenario, with a source and check date.
Contingency A deliberate margin for exchange rates, inflation, delays, emergency travel and uncovered costs.

Budget mistakes that hide the real commitment

  • Comparing annual tuition for programmes with different durations.

  • Using the lowest advertised fee without checking citizenship category or subject.

  • Entering zero for unknown materials, placement or graduation charges.

  • Counting a possible scholarship or future wage as guaranteed income.

  • Ignoring deposits, certification, insurance and visa or residence costs.

  • Paying before confirming refund terms and the recipient’s official account.

A cautious budget is not pessimistic. It shows whether the plan still works when a favourable assumption disappears.

What to verify before you decide

  • Current tuition and compulsory fees for your programme, category and year.

  • Payment calendar, accepted currency, bank charges and refund conditions.

  • Programme duration and cost of repeats or extended study.

  • Guaranteed versus estimated housing and total move-in cash.

  • Insurance, immigration, translation and travel costs for your case.

  • Scholarship coverage, renewal criteria and payment timing.

  • A contingency source that does not depend on student employment.

Keep documentary proof behind each confirmed line. When a figure changes, preserve the new source and update the whole-programme total.

Build three versions of the same budget

Create a base, cautious and stress-test budget in one currency. Use the same programme duration in each, and map when large payments fall due. Read how Univs works before using any available application route, and use the student guidance library for general payment-record habits. A spreadsheet should expose uncertainty, not turn it into false precision.

How much does it cost to study in Bulgaria?

Official EU guidance gives broad tuition and living ranges, but the useful total comes from the exact programme, duration, city, housing and immigration route. Add mandatory fees, document costs, insurance and travel, then verify each amount with the responsible university or authority.

What is the typical monthly student budget?

The European Education Area currently suggests about €500–€900 a month. Replace that planning range with personal housing, utility, transport and food quotes before deciding, and keep one-time deposits outside the monthly total. Compare housing and winter utility charges separately before using that range.

Is accommodation included in tuition?

Do not assume so. Ask whether a dorm place is guaranteed, what it costs, what is included and when payment is due. Compare the answer with a private-rental quote and check any deposit, contract term and campus commute separately.

Are Bulgarian university fees the same for EU and non-EU students?

Fee categories can differ by citizenship, programme and legal admission route. Use the current named programme schedule for your category, and ask the university to confirm the fee in writing before paying an application or tuition charge. Get the fee category tied to your citizenship and offer in writing.

Can a scholarship cover all costs?

Some awards may cover selected lines, but there is no universal full-funding promise. Check amount, duration, eligible programme, conditions and living-cost coverage. Budget the uncovered tuition, travel, insurance, housing and deposits until you have an award letter. Do not reduce your budget until the formal award states its coverage.

Can part-time work fund my studies?

It should not be the base plan. Work rights have conditions, and job availability, hours, language and wages are uncertain. Build a budget that covers tuition and living expenses without work income, then treat any lawful earnings as supplementary. Confirm the lawful route before including any income in your calculations.
