Scholarships in Bulgaria: What Can International Students Apply For?

Availability is not universal and can depend on nationality, residence, programme, academic results, exchange network, financial need and annual quota.

International students may find Bulgaria-related funding through bilateral or intergovernmental arrangements, Erasmus+ or CEEPUS mobility, state-supported routes for specific groups, and institution-funded scholarships or financial aid. Availability is not universal and can depend on nationality, residence, programme, academic results, exchange network, financial need and annual quota. A scholarship may cover tuition, a stipend, travel or only part of one cost.

Use the Bulgaria destination overview to frame the study plan, then search the responsible government, mobility programme and university sources. Keep the base budget unsubsidised until a written award names the student, programme, amount, duration, payment timing and renewal conditions. Never pay an unofficial “scholarship processing” fee.

Bulgaria funding routes at a glance

Decision point What the evidence supports What you must check
Bilateral/state route Funding may exist under agreements or targeted state schemes. Eligible citizenship, nominating body, quota and coverage.
Erasmus+ Supports eligible study or traineeship mobility. Home institution, agreement, call and grant terms.
CEEPUS Supports mobility within participating networks and routes. Country, network, status, months and host acceptance.
Institutional aid A university may offer merit, need or donor awards. Programme, nationality, evidence and renewal.
Discount/waiver Reduces a named charge but may not fund living costs. Amount, duration, conditions and remaining balance.

List citizenship, residence, prior qualification, study level, subject, intended institution and whether the route is a full degree or mobility period. Funding calls use these categories; “international student” alone is rarely enough.

Ask whether the application goes through a ministry, embassy, home university, host institution or scholarship portal. The country directory can help compare funded options in another destination, but each scheme’s rules remain separate.

Bilateral and government routes are agreement-specific

The official EU study profile says scholarship availability can depend on bilateral agreements and state-funded schemes. That does not mean every foreign applicant can submit directly or receive the same benefits.

Check the Bulgarian Ministry of Education, the education ministry or nominating authority in your country, and the relevant Bulgarian mission. Record eligible degrees, quotas, nomination sequence, language, age or academic conditions, deadline and exactly what the state covers.

Erasmus+ is usually a mobility route

Erasmus+ opportunities for students commonly operate through participating higher-education institutions. A student normally applies under a current call and institutional agreement rather than treating “Erasmus scholarship” as open funding for any full Bulgarian degree.

Ask the home institution’s international office about eligible partners, study period, academic recognition, grant calculation, additional support and nomination. Confirm whether the grant arrives before travel and whether it covers all housing and transport.

CEEPUS depends on networks and participating routes

CEEPUS supports higher-education mobility through current networks. Eligibility, participating institutions, host acceptance, grant terms and application route depend on the active call. Check whether your home university participates in a network before treating this as an available option.

Use the official CEEPUS portal and national contacts. Verify mobility length, monthly support, accommodation, travel, insurance, credit recognition and whether a grant can be combined with other funding.

Institutional scholarships need programme-level proof

A university may offer merit, need-based, donor, first-year or programme-specific awards. The public headline can hide restrictions by nationality, degree, subject, admission round or financial documentation.

Read the current terms and ask whether admission and scholarship applications are separate. Check award amount, currency, tuition line, duration, renewal GPA, full-time requirement, conduct rules and whether the funding is credited to the account or paid to the student.

Rebuild the budget after an award

Separate tuition, mandatory fees, housing, food, travel, insurance, documents and immigration. Apply the award only to the line it legally covers. A tuition waiver does not create cash for rent; a monthly stipend may arrive after the first deposit is due.

Read how Univs works before using any application route, but submit funding forms only through the official channel named by the scheme. Keep an unfunded fallback if renewal depends on future grades.

Funding language that should stay precise

Evidence type How to use it
Available route An official current programme or institution page shows that a scheme exists for a defined group.
Potentially eligible The applicant appears to meet published criteria but has not received an award.
Awarded A written decision names the student, programme, value, duration, conditions and payment method.

Scholarship mistakes that distort the plan

  • Calling a mobility grant a full-degree scholarship.

  • Assuming eligibility means selection or guaranteed funds.

  • Ignoring nationality, nomination and network restrictions.

  • Subtracting an award from costs before written confirmation.

  • Missing a separate scholarship deadline or financial-evidence form.

  • Paying an unofficial person to “secure” a government award.

A funding plan is trustworthy when a reader can see both the award and the costs it does not cover.

What to verify before you decide

  • Scheme owner, current call and official application channel.

  • Eligible nationality, residence, programme, level and institution.

  • Nomination, admission and scholarship sequence.

  • Coverage: tuition, fees, stipend, housing, travel or insurance.

  • Award period, payment timing and currency.

  • Renewal, grade, attendance and full-time conditions.

  • Combination rules and tax or reporting implications where relevant.

Save the terms that applied when you accepted. Scholarship pages change, and renewal disputes are easier to resolve with the original conditions.

Create a funding tracker, not a wish list

Track official URL, owner, eligibility, opening date, deadline, documents, coverage and status. Set reminders before admission deadlines because some calls close earlier. Use the student guidance library for general organisation, while checking every Bulgaria award at its primary source. Add a rejection and expiry column too: an unsuccessful or closed call should remain visible so it is not accidentally presented as active funding later. Review the tracker monthly.

Does Bulgaria offer scholarships to international students?

Potential routes include bilateral schemes, mobility programmes and institutional aid. Eligibility and coverage depend on the current call and applicant category. Check the administering body’s official notice and confirm whether the award applies to a full degree or a limited exchange period.

Can I get a Bulgarian government scholarship?

Some applicants may qualify under bilateral or targeted arrangements. Check the Bulgarian Ministry, your national nominating authority and the mission for the current route. Ask which citizenships, degree levels and study languages are eligible before preparing documents. Ask whether the current call applies to your nationality, level and degree type.

Can Erasmus+ fund a full degree in Bulgaria?

Erasmus+ student opportunities often support mobility through participating institutions. Do not assume a mobility grant pays for any complete degree. Ask your home university’s Erasmus office whether a current agreement covers your Bulgarian host, study period and funding category. Check the host institution’s current agreement and grant terms before applying.

What is CEEPUS funding?

CEEPUS supports eligible university mobility within participating countries and networks. Current calls, network status, host acceptance and national rules control. Ask your university coordinator whether your field and proposed Bulgarian institution are covered in the specific application round. Confirm that the proposed host participates in the current network and call.

Do scholarships cover living costs?

Some include a stipend or housing support; others reduce tuition only. Read the award line by line and keep uncovered costs in the budget. Confirm payment timing, renewal terms and whether the funding arrives before rent or travel must be paid.

Can a scholarship be renewed automatically?

Never assume so. Renewal may depend on grades, credits, attendance, conduct, full-time status, funding and a new application. Ask the scholarship office which rules apply to your award and what evidence must be submitted each year. Put renewal dates in your calendar and request written confirmation each academic year.
