Can You Stay and Work in Egypt After Graduation?

Graduation from an Egyptian university does not, by itself, prove that a foreign national may remain or take a job.

Graduation from an Egyptian university does not, by itself, prove that a foreign national may remain or take a job. Before your student residence expires, confirm which immigration status applies next and whether your prospective employer must arrange a work permit. Labour Law No. 14 of 2025 regulates foreign-worker authorisation; you should confirm the route available to your nationality and residence category before planning a post-study stay.

Labour Law No. 14 of 2025, Articles 69–74 regulates foreign employment. Article 71 requires a licence from the competent ministry and permission to enter and reside for work; an employer cannot employ the foreign worker before the required licence. The minister sets permit conditions, procedures, renewal, fees and exemptions. A student or graduate therefore needs the applicable employment permission and immigration basis, or a confirmed exemption, rather than relying on an enrolment certificate or diploma.

Article 69 defines work broadly, including employment, freelance or self-employed activity and trades. Calling a paid activity freelance does not make it automatically exempt. Article 70 also provides for ministerial limits on foreign employment and restricted occupations. Ask which current implementing decision applies to your employer and role before accepting work.

The statute delegates detailed permit rules and exceptions; it does not establish a general student-hours allowance or a graduate job-search entitlement. A legal fee range in the statute is not your actual permit invoice. Obtain the applicable procedure, category, amount and immigration sequence from the competent authorities before paying.

Make two separate checks

First, ask the university and the responsible immigration authority what happens to your study-based residence when your course ends. Confirm the expiry date, whether you can apply for another residence purpose from inside Egypt, which documents must be submitted and whether an application receipt extends lawful stay. Do not rely on your diploma or final transcript as permission to remain after your existing status ends.

Second, ask the Ministry of Labour and any prospective employer about foreign-worker authorisation. Article 71 is the statutory starting point for the work licence and immigration-purpose requirements. The competent ministry determines the detailed permit rules. A job offer alone should not be treated as a work permit, and the application may require employer documents or approvals. Get the exact current steps from the Ministry before signing or beginning work.

Plan the transition before your final exams

Tell your university’s international office that you expect to graduate and ask when it issues a completion letter and final transcript. Contact the relevant immigration office while your current residence is valid; obtain written instructions on the order of applications and whether you must leave Egypt to apply under another category. Ask the employer whether it can initiate the foreign-worker permit process and what contract details it needs. Confirm the role, salary, location and permit validity match the eventual application.

Keep your passport, current residence card, enrolment evidence, graduation documents, police or health records if requested, employment contract and translated/legalised papers ready. Do not pay an intermediary who promises guaranteed conversion or a guaranteed job permit without an official receipt and verifiable instructions. If official pages do not resolve your nationality-specific case, request an appointment or written response from the relevant authorities or consult a licensed Egyptian immigration lawyer.

Is there an automatic post-study work visa? Do not plan on automatic permission after graduation. Confirm the residence route and work authorisation directly with the authorities.

Can a job contract alone let me stay? No. Residence permission and work authorisation are separate questions; confirm both before your current status expires.

When should I start? Before the final term, so you can gather graduation records and resolve residence and permit steps while your current permission remains valid.

Prepare the transition as a two-track application

Start by asking the university for the dates on which it expects to issue proof of completion, the final transcript and any record of practical training. Ask whether graduation changes your current residence basis immediately or at a later date, and which office can explain that question. Do not assume the expiry date printed on a residence document moves because you have finished your exams. Keep copies of the university’s written response and calendar so you can plan before the last term ends.

In parallel, speak with a prospective employer about the work-authorisation file. Article 71 makes clear that foreign employment requires the relevant licence and permission to enter and reside for work, subject to the competent ministry’s rules and any applicable exemption. Ask the employer to identify the exact permit category, responsible ministry office, required contract details and who will submit each document. Confirm directly with the authority that the category fits your nationality, role and current residence status. Do not treat the employer’s willingness to hire you as proof that all approvals are available.

Make a dated checklist with separate columns for residence, work licence and university records. For each item, record the issuing office, form, documents, translation requirements, appointment or submission method, expected processing sequence and official receipt. If two offices give different instructions, ask them to clarify the conflict before your current status expires. Avoid paying an agent for a promised conversion unless you can independently verify the person’s authority, the government fee and the official filing receipt.

Assess whether the job itself qualifies

The law defines foreign work broadly and permits restrictions on occupations or employment conditions. Describe the actual duties rather than relying on a job title. If the offer includes consulting, online freelance work, self-employment or a paid internship, ask whether that activity is covered by the same licensing route. Clarify where the work takes place, who pays you, whether the employer is based in Egypt and whether you will perform tasks before approval. Get the answer from the ministry or a qualified Egyptian lawyer; informal advice from colleagues may relate to a different legal category.

Before accepting, compare the proposed contract with the permit application and confirm that the employer, role, location and duration match. Ask who is responsible for renewals, what happens if the job changes, and whether you may start only after the licence and residence status are effective. Keep a calendar alert before every expiry and retain copies of all decisions. If no route is confirmed, make plans that do not depend on remaining or working after student status ends. This is a planning safeguard, not a prediction about an individual application outcome.

For professional roles, add a third check: confirm recognition and registration with the regulator for that profession. A work permit does not establish that your degree qualifies you for regulated practice. Likewise, a university degree or internship record does not replace permission to work or remain in Egypt. Ask each authority only the question within its responsibility and retain separate written answers. This prevents a promising answer about one part of the transition from being mistaken for permission across the entire process.
